EOI_AZE_B15/06_B18_B31_NGC_28_2026 – Provision of OGMP 2.0 Methane Emissions Measurement, Quantification and Reporting Services (Level 4 & Level 5)

TECHNICAL REQUIREMENTS:

EOI_AZE_B15/06_B18_B31_& NGC_28_2026: Companies shall demonstrate the capability to deliver methane emissions measurement, quantification, reconciliation, and reporting services in accordance with the OGMP 2.0 framework, supporting the Company’s pathway toward OGMP Gold Standard reporting across onshore and offshore operations in Angola.

The services shall include both Level 4 (source-level quantification) and Level 5 (site-level measurement and reconciliation). The future Contractor shall apply a risk-based measurement approach, utilize calibrated and certified instrumentation, and ensure full data transparency, traceability, and validation throughout execution. Companies shall demonstrate: i) Proven experience in methane emissions measurements and reporting on O&G operations (minimum 5 years);  ii) Capability to deploy measurement technologies aligned with OGMP 2.0 requirements in Angola (onshore and offshore); iii) Demonstrated technical robustness of proposed methodologies; iv) Availability of qualified personnel with relevant experience (minimum 5 years); v) Proven capability in data reconciliation and uncertainty analysis and vi) Ability to deliver validated and auditable methane emissions data.

Companies interested in one or more invitation above listed may submit their Expression of Interest within 10 Business Days counting from the date of this publication, by sending an email to vendor.application@azule-energy.com, mentioning the EOI reference(s) as per the above table and providing the documents associated with the following minimum requirements:

  • Company Presentation Letter with a description of services and equipment’s offered, and presentation of the respective teams together with CVs and HSE policies;
  • Tax Identification Number (NIF);
  • Scanned copy of the Commercial Certificate duly updated, with an issue date not exceeding 3 (three) months;
  • Evidence of the company’s shareholder structure, with a list of all shareholders up to the final beneficiary (ies);
  • Certificate / Evidence of the supplier registration in the Nacional Concessionaire System (ANPG) – to register, you must access the website https: https://anpg.co.ao/ in the “Local Content” area and “Supplier Registration” section.
  • Last three (3) years Financial Statements and Annual Reports including Balance Sheet, Profit and Loss and Cash Flow Statement (preferably audited);
  • Name of the contact person responsible for receiving the qualification package and other information and documentation.

EOI_AZE_B15/06_27_2026 – Provision of Marine Warranty Surveyor (MWS) Services for West Hub Tails of Agogo Integrated West Hub Project

TECHNICAL REQUIREMENTS:

EOI_AZE_B15/06_27_2026: The Companies interested must be capable of carrying out the following activities, which constitute the eligibility requirements for this tender. Namely:

  • Recognition as a Maritime Inspection Guarantee Service Provider by major International Insurance companies recognized by AzuleEnergy (The submission of references is mandatory);
  • Proven minimum experience of 15 years as a provider of the services described above, with emphasis on large-scale and complex offshore and deep-water projects, and experience in large-scale and complex offshore and deep-water projects in Angola.
  • Provide assurances that non-routine maritime operations — such as the transport, lifting and installation of offshore structures — are planned and executed in accordance with recognized industry standards and best practices, thereby minimizing the risk of failures or accidents, including: i) Review of documentation and engineering procedures; ii) Inspection of vessels, equipment and tools to verify their suitability and condition; iii) Monitoring and supervision of on-site operations, both onshore and offshore, to ensure compliance with approved procedures and iv) Issuance of Certificates of Approval (CoA) prior to the commencement of critical operations.
